The districts proposition on the August Primary Election did not pass but had a low voter turnout. In hopes of a higher voter turnout, the district is proposing in the upcoming November election that the current general levy lid to be lifted. We are looking forward to inviting the community to an open house September 30th, but if you have questions or want to come and see how the district operates, we welcome you to visit and give your input. November Election ballots are scheduled to be mailed by October 18, 2023. We strongly encourage all registered voters to make their voices heard and vote by the deadline of November 7, 2023.
The growth of the community is apparent and with the statutory limit of only 1% on property tax revenue increases, the district's current 2023 tax levy rate is under $0.38 per $1000 assessed value (AV). The maximum levy rate for Washington Fire Districts is $1.50 per $1000 of AV.
This proposition would provide funds for the continued operation and maintenance of fire, rescue & emergency medical services, equipment and facilities. Authorizing the Fire District to establish its 2023 regular property tax levy at $.90 per $1,000 of AV for collection in 2024 with annual adjustments for the following 5 years based on the CPI-U reported in June of each levy year but not to exceed eight percent, subject to statutory limits. For an average home value of $300,000, the estimated increase would equate to a total of $270/year. This is an increase of $157/year, or roughly $13.14/month.
Qualifying low-income seniors, disabled veterans and other people would be exempt from the levy increase under RCW 84.36.381.

Our district's home assessed values have increased by almost $200,000 since 2019. In 2023, the County has assessed the properties we serve in our fire district with a value of $405,659,646 for our general fund. The Fire district general fund levy rate is now at an all-time low of $0.37 per $1000 of assessed value (maximum is $1.50 per $1000) due to the value increase over time. In 2022, the total general fund tax revenue received was $146,214 at a rate of $0.46 per $1000 assessed value.

The district is operated by a full-time Fire Chief, administrative assistant and volunteers. A community elected Board of Fire Commissioners oversees and guides the organization to best meet the emergency response needs of the community and assisted areas. The district currently provides Advanced Life Support (ALS) and Basic Life Support (BLS) services as well as rescue, structure, wildland, and other fire responses.
From 2013 to 2022, the district has experienced an increase in calls for service of nearly 44%. Of all calls for service received, approximately 85% are EMS and 15% are fire calls. With firefighter/EMS response staff, the response times to these areas would drop and there would be additional units available in case of multiple calls happening at the same time. Currently, in the case of multiple calls, we have agreements with our neighboring districts for mutual aid, however, it further increases response times, and they may be unavailable due to their own incidents.

Grants & Donations
Currently, the district has been focusing on applying for grants to aid in purchasing updated fire personal protective turnouts & helmets. An additional focus has been to replace the 20+ year old brush truck and 40+ year old substation fire engine. In addition, we are in need of a water tender at each substation. The district has been diligently researching for a new brush truck chassis from DNR as well as other resources. With wildland season already here, we have back up plans in place until we gain the funds.
The district recently received a donation of canned emergency drinking water from Anheuser-Busch through a partnership with National Volunteer Fire Council to help keep responders hydrated as they battle wildfires this season. On June 29th, 2023, a pallet of water was delivered by local Anheuser-Busch wholesaler partner, King Beverage. The water will help maintain firefighters’ hydration during long incidents or disasters such as wildfires, which is a major safety concern for fire districts.
Thanks to US Dept. of Agriculture, in 2022, the district received grant funding to service the community with a new ambulance filled with a power load system and updated emergency life monitoring equipment.
In 2020, the district was awarded a Community Development Block Grant by the Dept. of Commerce to build the second half of the fire station to include the meeting/training room, kitchen, mechanical/HVAC room, sleeping quarters, bathrooms & offices for the Chief and Administrative Assistant. This not only provides a great training space for the volunteers, but also provides a kitchen and gathering room for the community to use.
